
£32 million in social value: the impact of Charis’s Let’s Talk Energy Fund & Park Homes Warm Home Discount
Charis commissioned HACT, the housing sector’s social value body, to carry out an independent indicative impact assessment of two of our own schemes that tackle fuel poverty: the Let’s Talk Energy Fund (LTEF), which provides free energy-efficient appliances, and the Park Homes Warm Home Discount (PHWHD), which gives park-home residents a £150 rebate towards heating their homes.
Using the UK Social Value Bank and HACT’s wellbeing-valuation methodology – the approach endorsed by HM Treasury’s Green Book – the assessment drew on more than 3,300 beneficiary responses across the 2025–26 financial year.
- Together the two schemes generated £32.0m of indicative social value – a return of £5.40 for every £1 invested.
- The Let’s Talk Energy Fund delivered £21.9m (SROI 1:4.8), driven by reduced utility debt, improved financial comfort and better mental health.
- The Park Homes Warm Home Discount delivered £10.1m (SROI 1:7.6), helping older, often vulnerable residents heat their homes through winter.
- Findings are deliberately conservative – based only on what beneficiaries volunteered – suggesting real impact is higher still.
